Quick Look: Usb Playlist Player is an app that will read M3U playlists on a thumb drive and stream the audio and media files in that list to your Roku device. For those not familiar with this, an M3U (which stands for MP3 URL) playlist is simply a file that points to audio and video files, which may be located on the Internet or local network. The media player reads the file and then queues up the media listed in the M3U file.

Usb Playlist Player does not have any M3U playlists built in. You will need to create these playlists for yourself, copy them onto a USB thumb drive, and insert the thumb drive with the M3U playlists into the USB port on your Roku. (Obviously, you will need a Roku model that has a USB port.) If you're creating your own M3U files, full details on format and supported options can be found in the About selection in the app. According to information in the app, the actual media files can be on the Internet, local network, home media server, NAS, network tuner, or security camera - only the M3U playlists need to be on the USB thumb drive.
